Having some past experience with something similar, I would look at the front end alignment first. Had a car which did this when I was decelerating. The caster was more negative than it should have been, so when the weight transferred to the front end because of the deceleration, that was enough to start an oscillation due to not enough caster. Also, incorrect toe setting could start a sequence of events that would be similar to what you are seeing.
