Shock tower removal on 66 Nova, help!

I want to replace the shocks on my 66 Nova, but cannot get the shock tower bolts off. The mounts have a very slim headed 9/16" bolt that sticks up for the four mounting nuts to lock on, however, the bolt heads are under the fender, below the tower and there is about 1/2 the thickness of a normal open end wrench to get to these bolt heads. What is up with this? Seams like these should be spot weelded, minimum. Anyway, is there a special wrench for this project, or should I go out and try to find a 9/16" open end wrench that is only 3/16" thick?

What you need is a "tappet" wrench, they are thin.
