If you are getting a lot of jiggle over tiny bumps, the shocks are too stiff, yes.

Start with a softer valved shock. If your shocks are too stiff, new springs will ride just as rough as the old ones. Springs hold up the car. Shocks slow the movement of the suspension when you hit bumps, tar strips, etc.

Tires make a BIG difference in ride quality also.

Shocks wear out internally over time and pass oil easier through and around the piston, softening the ride. Personally I don't want to wait 30,000 miles for the ride to improve.
