Advanced = higher
Retarded = Lower
( I guess you could remember it by thinking of it as someones IQ)
Timing is almost always referenced in degrees before Top Dead Center (BTDC), or before the piston is at the absolute top of it's stroke. The more you advance the timing, the earlier in the stroke the plug fires a spark....you can see that it's obvious that if the timing is too far advanced, it's a bad thing, not far enough and you lose a lot of the power of the fuel/.air burn....

Screamin340,

Advancing an engine just means the spark arrives at the cylinders before the pistion arrives at Top Dead Center. The number is in degrees of a circle. So to answer your question the more advance you have, the higher the number is in degrees.
If you Retard your timing this only means the spark is arriving at the cylinder closer to TDC, or zero. If you have 12 degrees advance and you retard your timing 4 degrees you still have 8 degrees of advanced timing. If your timing is zero degrees and you retard it 4 degrees you now have your timing set at 4 degrees After Top Dead Center.
I know this is as clear as mud but I hope I have helped some.
