The Singer Book Stinks : 111W153?

Here's a photo of the top of my 111W153. What are the three holes for ? I'm thinking lubrication. Secondly, #2 had a cap on it and it appears to have some sort of dried up thing/sponge/felt? I haven't a clue. Can anyone help me out?

Yes, those are all oiling points. The dried up thing is probably an oiling felt made to hold oil that will slowly drip into the machine. Most industrial sewing machines have the oiling points designated with red paint, but yours must be older than when they started doing that. The manual for the 111W153 is very clear about where to oil and what to oil with.

So should I replace the rotted piece or leave it be?
