Spring Loaded Devices

I want to add spring loaded tensioners under my pick up truck bed and attach a metal rope that I can pull with a counter weight of approximately 10 pounds per tensioner. Ideally, I would like to install these tensioners so that they rotate as I pull them and as they rotate the tension to pull them increases steadily so as to provide a good grip to secure some equipment on top of my truck's bed.

Does anybody have any idea where I can get these tensioners?

Why not just use a ratcheting tie-down? They'll likely perform better than a spring loaded tensioner because the springs will hold dead weight, but not a moving or shifting load.
