springs weights

Hello
I just changed governor springs and weights in my 700r4. I went with the lightest combo. Now I do not have overdrive is this related? I'm assuming it just is not reaching high enough rpm in drive for it to kick to overdrive. Does this sound accurate. Thanks for any advice.

the inner springs have the greatest effect on light throttle shifts.

The weights have more effect on the higher speeds shifts.

I'd change the weights first , a bit heavier
