starter solenoid wire was too close to header and it sparked when hit the key...now it cranks a little then grinds and starter gear locks in too flywheel did i smoke the starter or the solenoid?

That would be my guess, you might have smoked the windings in the starter.

Neither one. The spark was a short to ground before it got to the solenoid/starter. What that does is possibly damage the battery or the cable connection if it sparked for any length of time. It's not uncommon for the starter drive to stick in the ring gear when the battery is low and the engine won't start. The release of pressure when the engine first starts is part of what helps the drive retract.....along with that spring in the solenoid.
