Starting work in the right place..

Making the assumption the first thing I need to do is wash this fender I need to know where the first hammer and dolly work should be. It looks like the crease was front to back. Towards the back of the crease it looks to be the deepest with a pretty good deep spot. I'm thinking this is the place to start working or should I start a little above and to the rear of that where the fender is bunched up. I also need to make a lip for the lower part of the fender, but that will be later.
