Powder coating would be a good way to go. Base coat clear coat will work and so will any other automotive paint system. If you are really broke you can also use spray bombs, just don't expect any kind of life out of that kind of paint on wheels.

I painted the wheels on the coupe in my Avitar with spray bombs........ Gray primer thenRed engine enamel. They have held up good.

i like to use brake caliper paint for heavy duty stuff. brake caliper paint is made to hold up to HIGH temps, in a harsh environment. so, on wheels, it should do a fine job, if done correctly.
