Just pick one. Tilt or tilt/telescope. Make sure it has keys, at least one that works. If you're looking for a column shift fit that one, no shifter find that one. Be sure the wiring plugs are there. If you're taking it out cut the the car wiring harness back as far as you can from the plugs and leave 'em plugged in on the column.

No Keys?
If there isn't any..the unit could be cheaper, take the whole unit to your nearest lockmith shop, have them either put anouter new lock with keys in it, or have the ignition keyed up to your doors using your own keys....simple concept I know...
