Steering, P/S and front end linkage???

My steering has no return on it and is very stiff. I have tried adjusting the gear box but nothing. When I turn the wheel with the car up on jack stands I can hear a "hissing" sound like air coming from somewhere near the gear box. Is it possible that an air leak can cause bad steering. It is 1973 Nova. The bushings and arms look pretty new but not sure. I know the ball joints are brand new. It also seems like the power steering pump over flows alot, because it looks like fluid is on the pump out from the top. Also when on jack stands the wheels can not be turned by hand, you have to use the steering wheel, and I have heard you are supposed to beable to turn them by hand.

Anyone have any ideas.

You should be able to turn the wheels with it up in the air. Not too sure about the older power steering, but most bleed themselves if there's air in the system. Check the tubes for any type of leaks, and check the fluid level. I've never had a pump go bad, so I don't know if that's what the case is.
