Steering wheel installation?

I know I have to use a puller to remove the GM steering wheel from the 1990 GM column. But how do I put it back on? Will it enter just by tighten the nut?

What about the locking plate? This locks the steering wheel when key ie off. It needs to be installed befor steering wheel.

You need strong thumbs. Slide the locking plate down the shaft as far as it will go. Then slide the retaining ring down on top of the plate. Push the plate down past the detent then holding the plate with one hand take a small screwdriver and nudge the ring into the detent. Nothing to it.
