Steps before Painting?

Heres the dillema, Ive been rebuilding a truck from the frame up and now im getting close to Body and Paint. I have a 87 Chevy that currently has no fenders but i do have a 85 with decent fenders (small rust where paint was chipped etc) And its evident that new reproduction Gm fenders are gonna be out of my price range, and ive heard some horror stories about the overseas fenders. So My question is, Buy the overseas fenders? Prep the 85 for paint? Im leaning more towards the 85 fenders which is where the 2nd part of my question comes in, What is the best way to Prep old fenders? Any and All tips or help is apreciated.
