All that is, is flashing from when it was molded. You can see the same material in the water passage of some new engines, as I did with my new small block. It's possible for it to come loose with operation, but unlikely to cause any harm in the form of plugging up the system. If you're really worried about it, just take a file or dremel to the flashing and get the loose material off. Then take a garden hose, or sink faucet and rinse it out. You can also leave it be, and wait for whatever actually wants to break loose, to come free. Then flush your entire cooling system, as a precaution, and simply preventative maintenance.
