Sticking steering wheel

Hello. I just replaced a steering wheel on my '69 GTO and rewired the horn. After I repacked the lock plate and installed the steering wheel, my wheel won't center itself and seems to stick when I turn. Did I somehow pack the plate on too tight and this is causing this sticking? I'm wondering if I needed to regrease the spring area as it was a little gummy in there below the lock plate. Also, I did notice that the lock plate removal kit bent the lock plate slightly and it's a little askew. Could that lock plate being a little warped cause this too? I couldn't see how that could be considering the clearance I still had behind the plate.

yes the lock plate being bent could cause spins with the wheel and could be hanging up on something.

I would disassemble again and try to straighten the lock and then check again.

that is....considering that this is the ONLY thing that could be causing this
