Stock 302, Small budget, Need horsepower! help!

I have a stock 302 from a 68 cougar, its still running a 2 barrel but it does have duel exhaust. I only have about 1000 dollars to spend, what are my best parts choices to increase horsepower. (looking for the biggest gains possible) Please be specific

Aluminum intake, 4-barrel carb, and headers, all at the same time. Then start saving for better heads, and a cam & lifter package.

You might hunt for deals on Ebay, Craiglist, etc and be able to find heads like GT40's or World Products Windsor Jr and the 4 barrel and intake used and be able to squeeze everything but the cam and lifters into that $1000 figure.

The stock heads are terrible, and not worth putting any money into like porting, valve job, springs for bigger cam etc because they flat out suck no matter what you do to them.
