GM has had this problem before, the HEI puts out a lot of spark and in humid or damp conditions can be real rotor eaters, usually you get red dust under the cap also. Make sure the advance weghts are not wearing thru their pivot posts also. I have used Hi-Dielectric rotors and a bit of hi-temp silicone in the area of the burn thru, seems to work.
