Im just starting out and am practicing on a motorcycle cover. This is just Rustoleum black over rustoleum primer. Before I painted, I cleaned the part well with Dawn, then after wetsanding the primer, cleaned the part again with hot water and Dawn. I use nitrile gloves always so oils wont contaminate the part. Any ideas what this looks like? It almost has "tracks" kinda look to it and the part was 100% sanded smooth.

My best guess is wetsanding the primer did it .
I do not think it is a sanding type primer.
New layer of paint attacked the primer.
Wrinkles are the result.

To fix it at this point, would sanding out the wrinkles, then respraying with sandable primer work?

you'll have to strip it, first post was right, you gotta watch out for primer in a can, sometimes it's just primer COLORED paint. unless it cures for weeks ,it will just lift again..
