If you can't weld a nut on it one other option is to drill a pilot hole and use an appropriate sized easy out. Make sure you oil (or thread breaker liquid, we called it wintergreen prior to the Navy outlawing it ) the bolt up good to ensure breakage of threads.

I HAVE HAD SOME LUCK REMOVING BOLTS WITH ROUNDED HEADS USING SMALL PIPE WRENCHES THATS OF COURSE IF THERE IS ENOUGH ROOM TO GET THE WRENCH ON THE HEAD.
I just bought a reverse biting socket set. Its made for rounded bolt heads. I got it here in Canada at Canadian Tire. Havn't tried one yet, was wondering if anyone knows how well they work.
