Stuck hood

Inside release pulls all the way but doesn't pop the hood. Thought the cable may be stretched, so tried pulling with vise grips, no luck. Anyway to open from outside without ruining a good grille ?

what kind of car. i went to ace and bought a handful id 1/8 rod and keep it to make hooks out of. just go fishing :D
