No. This could be either a solenoid failure to retract the gear when the coil current is cut off, this is a return spring function inside the solenoid, could be spring or plunger problem.
But most likely it's a shim issue with the starter mount where the starter pinion and ring gear lack enough clearance resulting in the pinion getting stuck in the ring gear's teeth. I know a lot of these starter's claim shimming isn't required, but this problem still happens. Parts store or GM parts counters usually have one piece shims stock.
The last thing is some starter put the pinion too far into the ring gear and they essentially get caught behind the ring, there should be shim that looks like a ring on the starters pinion shaft to adjust that.
