it whines depending on how tight you make it.
hand tight give a little whine and is recommended by the MFG.
too tight and youll end up wearing out your alternator bearing.

n-gin hit it. The gears will whine regardless of the belt. However, once you reach a certain point, the belt whine will overshadow it. As many have said, the tighter the louder. But also, the wider the louder. A 3" will be louder than a 2". An old trick to quiet a blower down (yes there are folks who want to hear their stereo or carry on a conversation) was to drill holes in the pulley so the air would escape into the center of the pulley as well as out the ends of the cogs.

I have seen these holes drilled in newer vecals timing gears with square tooth belts. I have not seen any holes in the pulleys that use round toothed belts.
