Looking at your first picture, it would appear to me that the fenders have a twist and like others have suggested, bolt them up as the manufacturer said but over the course of several days. These fenders most likely haven't fully cured and with an application of heat and some easy pulling over a few hours to a few days time should go into place. The Wescott's that I have on my '31 Ford had a kind of a kink and a twist. I put a heat lamp on 'em and they worked into place.
