Surface rust

I have another big window cab for my 57 Chevy pickup. The guy I bought it from had it dip striped then it was primed , I don't know if it was sprayed or dipped to prime. Anyway when it was stripped the acid took the caulking out of the drip rail then it got wet out in the backyard when the tarp blew off in a rain storm so water got past the spot welds in the drip rail into the inside of the cab between the interior sheet metal and the outer sheet metal , now I have rust scale coming out from the pinch weld where the rear window rubber goes.
Any ideas on how to get to this surface rust between sheet metal panels where you can't see before it turns into a real problem?
Does any of this make any sense?

Try a chelating solution. You'll have to let it flow through the gap until it is gone. rust cleaner

Once it's gone, I don't know what you can use to stop it.

buy some rustmort, at paint store, you can spray it in cracks with spray bottle
