I've seen this- albeit rarely. Lose it, it is not needed, nor wanted.
It was probably there to delay the modulator enough that the tranny wouldn't "hunt" between gears, and/or keep the modulator from functioning as quickly w/the application of throttle. But discard it, just the same.
