Near the carb there was the TH700 TV cable that my friend used to adjust revs at which the gearbox will shift up. Until the shift up rev was set to ~ 3000 rpm which is about 75 mph on second - that's not a good idea for city driving. And the TV cable didn't want to change the shift up rev any lower.
What can it be? The mechanic that assembled the engine took the gearbox off already, but he didn't say anything special about the problem (some "water words" - as he must say something when a customer comes to visit his long awaited car).
Please, tell me where the problem can hide.

If the TV cable is too tight it can cause very high rpm shifts or no shift at all. The TV cable should not be used to set the rpm's the trans shifts at.
"The TV cable used on the 4L60/THM700-R4 and TH200-4R controls line pressure, shift points, shift feel, part throttle downshifts and the detent downshifts."
The Governor controls WOT/WideOpenThrottle shift points and Part throttle shift points combined with the TV/ThrottleValve.
You can get Governor Recalibration Kits to increase or decrease the rpms the Trans shifts at. >>
