I currently have my truck epoxy primed (MP170) with a couple coats of surfacer (MP282) over that. I want to apply textured chip guard on the lower stone throw areas (3M, SEM or gravel guard U-Pol). Is this OK over the surfacer? Are any of these products better than the other? I have done a search and have come up with nothing.

Sounds like your on the right track!
3M,SEM and U-Pol are all good products. Make sure you give the area you intend to put the gravel gard on a good tooth to grab onto... I would not go less of a grit than 320. You may want to put a coat of primer over the gaurd if your using a light top coat(color). I worry about bleeding when light top coats are used... Just me.
If you prime over the gaurd,you can scuff that area with a 3M pad before paint.. a DA or sand paper would cut down the texture. Which would be ok too if you want that effect. (I'm sure you know this)
Just helpfull tips.. sounds like you already have a good hold on what to do as you've already put all the right products down first :thumbup:

Yeah, all those producst will work. Just remember they are all a 1K product-basically a lacquer type design so give it plenty of dry time before applying your paint-follow the directions on the can. None of them are comparable in quality to what the OEM used.
Another option if you're just looking for texture is to load your gravity feed gun with a urethane surfacer and turn the airpressure down so it spits, spit the primer on to the desired texture where needed then adjust the pressure up and lay on one light thin wet coat, allow to cure then scuff with a scotchbrite then paint. Sounds crude? It works in a pinch... Bob

I will have to check but I believe the SPI bedliner product may be what you are looking for in a 2k gravel guard..I know it can be tinted and sticks fine to epoxy primer and one can manipulate the texture..I do not know of any reason it would not work in this case..

I would like to spray the gravel guard and topcoat using SS PPG Concept.

It will work no problem, just make sure you give the gravel guard the proper amount of dry time or the solvents being released will keep the Concept from curing. Follow the gravel guard manufacturer's instructions on the can.

Any idea what VW uses for undercoating? It's the toughest stuff I have seen. I have heard about Wurth being the manufacturer.
