th 400 slips in second.

I am thinking that I prolly need a trans rebuild but since I know next to nothing about trannies I thought that I would ask first in this forum.
This tranny is sitting behind a mild 454 which lives in a 31 ford model "A".
All other gears are fine car in drive shifts from first to third without visiting second If I put in second it starts in first and soft shifts into second but any real power applied to engine causes 2nd to slip badly.
First to 3rd shift is hard (when in drive)and shift rpm is based on how hard I am accelerating.
I have checked and changed fluid and filter + I changed modulator valve and checked hose.
If there is anything else that would be easy to change I will do it but If I need rebuild I will probably want to look at converting to 700r4 .
Thanks for any advice that can be offered
Larry
