TH350 has no 3-1 kickdown...why?

I bought a 1955 Buick this year. When I bought it the TH350 (350 SB Chevy engine) did not kickdown. It shifted very soft too. So I had a Transgo shift kit installed by a friend. The shifts are very nice now, crisp, and it will kickdown from 3rd to 2nd gear when I floor it. But at under 45 miles an hour this is not really enough, it should kickdown from 3rd straight into 1st I believe, but it won't. What could cause this behavior and what needs to be done to correct it?

I don't know from personal experience but I have been reading Ron Sessions book on TH350's.
He states that downshifts are a result of Wide Open Throttle, which on factory installations is a secound cable to the tranny DETENT-DOWNSHIFT-LINKAGE.
He also states to leave this to the pros to adjust and proceeds to explain how it should be done.
Could be yours is out of adjustment, having just been worked on.
I would not be surprised if u had no cable and the tranny downshifts 3-2 as a result of other goings on in the tranny. revs, torque, speed.
The detent valve is located on the passenger side in front of the dip-stick location just above the tranny pan flange. This is where the cable would be attached.
The detent cable should reach its full limit of travel just as the throttle reaches Wide Open Throttle
According to the book.
Hope this helps

The kickdown cable is attached and adjusted so that at WOT the cable is fully pulled out.

The governor springs that came with the Transgo Shift Kit were installed.

Did you check the detent arm on the valvebody?
They are prone to breaking/bending which will not force the valvetrain to full detent position. Check this if Crosley's latest suggestion does not help.
