are both the vacuum kickdown and cable kickdown required to be hooked up for proper operation of the tranny. First time with an automatic and when i got the car the cable kickdown was not hooked up to anything

The vacuum modulator is not for kick down. It is there for the trans to determine engine load by the level of vacuum to it.

Low vacuum = higher engine load and this will raise the main line pressure of the trans. The upshifts will be at a higher RPM/road speed too.

Detent cable does raise pressure a bit more on heavy throttle. It provides kick down and later upshifts
