Is there a foolproof and universal way of adjusting the THROTTLE VALVE?

I have an 87 Olds with a self adjusting cable, but what if it didn't have it or it didn't work properly?

Throttle valve cable

The idea of the TV cable is the cable should be at the end of its travel at the same time the throttle is at wide open throttle. One of the problems with non factory set ups is the geometry for the cable bracket and accelerator linkage is not the same as factory.

If you cable is adjusted too long your shift points will be too early and if it is too short the shift points will be later.
