tiger striping/dry in solid white

So I'm painting the cab of this truck and a solid arctic white base.Seems no matter what I do I get a tiger striping it's also like it's going on dry no matter what activate
I use,how close or far I am it definitely turns out with tiger stripes and dry spots I've jumped from a 1.3 to 1.4 to 1.5 tip nothing helps I've even criss crossed the pattern its summit and I've used it before without a hardener by mistake but the job turned out fine maybe I should minus it now?Any ideas? again rest of the panels came out good just the hood&roof are bad...please help asap

fixed it was activator.I figured I would post back for the next guy.
