That big ol' bell is for the U-joint as well as the tilt mechanism. When I put mine in, I (of course!!) took it further apart then usually prudent and it is filled with that pair of u joint forgings, a locking device plus a big spring. Then you add in the directional switch, 4 way emergency flasher switch, horn operator, the usual GM coded wiring plus the steering shaft and you are out of room. But, with that said, I too kinda recall something smaller, My guess is that it's sans the switches and wiring and is a bare column, steering shaft and a latch.
