Timing Issue

Ok, here's a new one on me. I fired up a new motor this morning, and it spits a bit through the carb when firing up but then smooths out in the higher RPM range. Here's the new to me part: when I went to check the timing, my gun found the timing mark at 64 degrees ATDC. Moving the distributor kills the motor. I've triple-checked the firing order, have checked TDC on the balancer to the #1 piston and have run the valves 3 times. Where have I goofed up? I guess some info on the motor would be nice. It's a '75 Chevy 454 bored and stroked to 468 ci. Has a mild Comp Cams Thumpr cam, roller rockers, a Summit 750 cfm carb and an Accel big cap HEI with Accel 8mm wires. I don't see a way to attach the video here, so tough noogies there. HELP! lol
