Taking the dist out and putting it back in is not going to help. If it is running it is close to being correct. There is no way it is running 64 degrees retarded so you are doing something wrong. Are you running an MSD box by any chance. Some timing lights do not work correctly with the multi spark ignitions.
The first thing you should do is prove the damper tdc is actually TDC. Search on here for finding true tdc and make or buy the tool. Until you prove the damper 0 is actually close to 0 doing anything else is a waste of time.
Moving the distributor will not help you.
