Torque converter lock-up

Can the malfunction of the torque converter lock up cause the vehicle not to start? I am getting a CEL code of 12 and tried to research it but with little success. It starts for awhile and but won't idle on it's own. Then after about ten minutes it won't start at all. Any sugestions?

Seems to me if it was locked up it would be like starting a manual tran car in first gear. The starter would make the car lurch a lil.
