trailer brake controller = PWM?

Does a trailer brake controller modulate brakes using a PWM signal? Or is it potentiated/resistor?

The reason I ask: I've been considering a home-brew manually variable assist steering based on a Cadillac PS pump/PWM valve, but I need a way to operate the PWM valve on the pump. I was thinking a trailer brake controller... but only if they are PWM.

If you have a modis with a scope you should be able to find out that way , I think some are pulse width modulated,not sure.Like I said put one on the scope.

I'll see if I can find a suitable scope. I'm still trying to find the right diagrams and descriptions to see what type of pulsewidth and modulation the valve uses.
