Trouble Starting

My son bought a 74 International Scout II V8 std tranny. I'm not sure if it's a 345 or a 304 but whatever it is it doesn't want to start. When you crank it it will fire up for about 1 second and quit. We put a new coil on as the spark seemed a bit weak. That didn't help tho the spark was a lot stronger. Any idea what might be causing this engine to not start. I pulled the gas line to the carb and it is getting fuel. Would the starter carb's accelerator pump be the problem?
Also, a couple of times it backfired through to carb. I don't remember if that is a sign of too advanced or retarted and I don't remember which way to turn the distributor to correct. It's been 40 years since I did this stuff.

304: Rotation is CW, so turn the dist. CCW to advance it.

Firing order is 1-8-4-3-6-5-7-2, drivers front is #1, drivers side odd numbered, pass. even. I recall something like using #8 to time it, but check this to be sure.

I'd say to check to see if there's a ballast resistor that has gone bad- IF the engine starts, but dies as soon as you let off the key.

I suspect both engines are the same.
