Trunck Lid Not staying up

I am trying to help a friend out on his 1985 Monte. Here is my question: On the passenger side in the truck is the tension bars under the back deck. The arm that holds the truck lid up and open is off. The piece I am referring to is the double u shaped arm that attaches to the single u shaped rear tension rod.
How in the hell do I get that piece pulled down enough to get the truck lid arm back on there so the lid stays up?
I had crow bars up in here, wedges and sorts trying to pry that thing down enough to slide the hinge arm back in, wow is that thing tough.

I was just thinking and thought maybe a ratchet strap hooked up in there on the u shaped rod and one through the back seat onto something?

This method works perfect on those trunk hinges as well. "Basics of Basics" hood hinge spring installation.
