turbo 350 governor

would recalibrating the governor for higher shift points make much difference without the passing gear?

Would you qualfiy your question? Do you not have passing gear hooked up and you want to play with the governor?

i dont have the passing gear hooked up. and i was wanting to make changes to the governor.

Yes,
Recalibrating the governor works fine without the detent cable hooked up.
