Turbo 350 skipping 2nd gear

Hi all, just a quick question about my turbo 350. When I leave it in drive, it takes off in 1st gear then up shifts firmly straight into 3rd just like a 2 speed trans. When I put the gearshift into 2nd and take off it shifts from 1st then firmly into 2nd then I manually put it into 3rd. When it's in drive and I slow to a stop it just goes from 3rd straight to 1st. 2nd is just not automatically changing. One good thing is I have full control over the gearbox, it shifts right when I want it to, for example, I can floor it and upshift from 1st to second at any speed I choose whether 1500 rpm or 6000 rpm, or I can take corners and hills in 3rd gear, but I miss leaving it in drive and automatically shifting thru 3 gears. Kickdown cable was connected, adjusted, disconnected and no change at all. Vacuum modulator is an adjustable one and is working fine. I think there must be some sort of valve stuck in the valve body. It does have a BM stage 2 shift kit (not full manual change).
