turn my engine backup to get the power i had

how can i turn my engine up...this man said somebody turn it down...an it can be turn back up..what do i need to do to the motor to turn it back up,so i can get the power i had...there is notthing i need to buy or add to the motor but i need to do something to the motor to turn it backup.... can u help me
