TV Boost and low/rev boost valves.

When increasing the diameter of the TV boost and low rev boost valves does it drop line pressure at lower speeds and hamper low speed performance?

I'm just thinking that at lower speeds isn't there less pressure in the lines? So then with larger diameter valves wouldn't that decrease velocity and pressure in the line at low speeds decreasing shift speeds and apply force? Or am I confused?
