Unsteady power steering assist

Have a 35 Pontiac with full iron 400 with mustang 2 type tubular A Arms[without Strut rods and power rack GM pump and 1900 lbs on front steer tires
When steering at highway speed and exit ramps Steering assist seems eratic (almost Quiorky ) Customer added a heidts valve and had no ****t at idle we removed that and now it steers when parking
Flaming river states maximum front weight of 1750LBS

The steering rack works fine except for the uneven assist when steering at high speed

Whats the fix? any ideas SMAXX
