one is for full time intake manifold vacuum source to run the HVAC control panel.
when you have it right you will be able to hear positions change via vacuum sounds noises in the heater boxes with engine running/idling, unless the control assmebly is broken or leaking vacuum badly
the other is for flow valve in heater core hose
pretty easy simple
the latter one you dont need, ignore it, plug it with a small screw
do away with the valve in the hose
done.
