how do i trouble shoot the vatts system on a 1986 vette 5.7 engine auto trans

you will need a mt2500 snap on or tech 1 GM or equivalent, plus the correct software installed in the scanner.
You will need to pull the code and then scrutinize the components involved.
Chances are the trouble is in the key/pellet/lock cylinder contact.
That can be bypassed pretty easily, but scan it first to be sure it isnt a module problem or a wiring problem.

i know the compoints in the sterring column is working but dont know if the decoder mod is or not
the car does start then dies after 3 seconds

As posted in the other , I dont think the VATS is the problem as the VATS is supposed to disable the starter from working, and also as mentioned it disables the fuel pump.
It does sound more like a oil pressure switch...possibly or a wiring problem, possibly a broken wire at the Oil pressure switch.Be sure to check all the fuses
