The process of titling a vehicle varies widely from state-to-state. You didn't tell us where you're located, so we can't provide useful information. Many states have enacted street rod/custom vehicle rules that allow you to secure a DMV-issued VIN on a custom-built vehicle like the one you describe. Again, check the link below and your local DMV.
