what pre-72 bug engine got the best gas mileage?

The older, the better. That's because there were several smaller engine series befor 72.

Not unusual to get low 30's mpg on 55-60 36 horse, but they are underpowered. 40 hp from 61-65 was almost fair on power, near 30 mpg. 66 was 1300 for one year, and a little more power. 67-69 was 1500, 70 was 1600 single port which was a good combo, but mileage was dropping with more cc's. Gear ratio change in 71 helped a little.

Because of changes in the engines when the 1300 was introduced, that would be the one to work with if you are wanting best mileage. The later stuff will work on it where the earlier 1200 engines require some extensive mods to use later stuff. Any bug can be improved for mileage, just like all engines they are a compromise. An important thing to remember is to make sure the dist. is set in correctly..#3 is retarded because it is shrouded somewhat by the oil cooler. If you don't set the dist. correctly that cylinder will fry because of not having the retarded timing.
