re:wierd carb problem
check the floats...if they are the black platic coated styrafoam type they tend to get porous over time....look for the good old fashioned brass type....had the same problem with a quadrajet, switched to a brass float, never had a problem

Also check the fuel pressure. And by any chance when you removed the carb from your race car did you flip the carb over? if so there`s a good chance the needle is stuck open out of the seat as mentioned. If the needle checks out okay and the float is good you have a fuel pressure issue, remember, carter carbs like Q-jets don`t like anything over 6 psi.

how much psi does a stock pump put out? thats all I got is a stock chevy mechanical pump, its might me almost 15 years old by now. could it fail in a way that it can put out to much pressure? it is possible that I may have flipped it upside down but I dont remember. id did ride in the backseat floor for 23 miles before I installed it.... if it comes down to it, how much is a rebuild kit for this carb? will the kit for an edelbrock of similar design work? I've been under the impression that they are exactly the same, true or not?
